Torbjörn Petersson: The harbors are a part of China's global plan.

When [Swedish town of] Lysekil ended up on the map of Chinese ambitions to build harbors it has become big news in the town of the sort that makes municipal council ecstatic of expectations. Seen in a global perspective, harbors are a prioritized question for China - Chinese companies build harbors round the world with accelerating speed.

First of all, it happens to create commercial prerequisites and an independent international transport network.

But as harbors often play an important role for the country's economy where they are built, they increase China's possibilities for political influence. Critics to the proposed Chinese project in Lysekil have also pointed out environmental and defense issues to stop it before it has had time to start.

For China harbors which are at least half own play an increasing role. The country’s leaders have indentified influence on World Ocean as a key for the future.

The New Silk Way is included in the Chinese leader Xi Jinping's global plan for connecting both land and sea ways together in Asia, Pacific Ocean, Africa and Europe.

Here are several examples on Chinese acquisitions the last years: 90% of the most profitable harbor in Brazil, a new terminal and free trade zone in Abu Dhabi, majority of the strategic harbor in Hambantota on Sri Lanka, as well as the harbor in Klaipeda in Latvia.

Earlier Chinese companies have purchased shares in the harbor in Piraeus in Greece and harbors or terminals in countries like Burma, Italy, Spain, Belgium, Egypt, Elephant Bone Coast, Morocco and Djibouti - in total in more that 40 countries.

China is far from being alone in having companies that own and run activities in foreign harbors. The difference is that Chinese companies must even respect to the political direction from the Chinese state (like the New Silky Way). It can explain its willingness to offer higher price for certain harbor terminals than foreign competitors.

Other times, the foreign borrowers end up nipped off like Sri Lanka. The strategical harbor Hambantota was handed because of big debts recently to a Chinese company that shall rent the harbor for 99 years.

The agreement that has been signed was criticized as threatening Sri Lanka's sovereignty and risks to create prejudices for countries that have debts to China, but Sri Lanka had no other choice than signing the agreement.

By owning and running an own network of harbors in Asia, Europe, and Africa, China can control both import of oil and other important raw materials and export of its own products.

It creates an independence that gives China large margins and alternatives in case of trade war or other conflicts.

In Kyauk Phyu on the Burma's west coast there is for example not just a harbor but even pipeline for oil and gas for China for avoiding completely the strait of Malacca which can be closed in case of acute conflict.

Fact sheet. Fast train Oslo-Stockholm:

A Chinese delegation informed in January [2018] that it was willing to build, finance and run fast train between Stockholm and Oslo. The line passes Årjäng instead of Arvika [municipalities in central Sweden] where railway goes today.

Neither Sweden nor Norway has allocated money to fast train Stockholm–Oslo. For travel time to be shorter than 3 hours a new railway is needed across the border and between [Swedish towns of] Örebro–Kristinehamn.

When Sweden builds new fast train that services Stockholm–Göteborg in 2 hours and Stockholm–Malmö in 2.5 hours, Värnamo municipality is along the line, but Växjö municipality ends up on a side.


[The town of] Årjäng. State China billion investments can completely rebuild infrastructure in central Sweden and give Årjäng fast train to Stockholm and Oslo.

Member of municipal council Daniel Schützer is enthusiastic.

- They do not imprison fewer writers in China because we reject Chinese investments.

From his own horse paddock D. Schützer can see the place where he hopes that the fast train between Stockholm and Oslo shall stop some time in his life.

It would rebuild the commuting pattern in central Sweden and Southern Norway and radically decrease traveler base for flights between Arlanda [Stockholm international airport] and Gardermoen [Oslo international airport]

Årjäng would become a suburb to Oslo.

The struggle about where the new fast train should be built has not been especially intensive because there are no state money neither in Sweden no on Norway.

The stretches investigated have passed through the neighboring municipality of Arvika where today's slow fast train to Oslo stops.

Municipalities along E18 motorway in Värmland [region in central Sweden] and Norwegian neighboring region Östfold want the new fast railway along E18.

- Here it is the most economical to draw the line if one looks at the population base and construction costs, said Social democratic municipal council member D. Schützer in Årjäng.

His argument has not given results by now, in spite of detailed consultancy report that places the railway in the middle of his horse paddock.

But on the 8th of January the border committee that pushes the question could present guests from China.

To the Norwegian newspaper Dagsavisen the delegation leader Huang Xin said that China wants to collaborate with Norway and Sweden to implement the double railway between the capitals which allows traffic at 300 km/h. It should cost 170 billion Norwegian crones and make the trip time half as short.

On the phone Huang Xin said to [Swedish newspaper] Dagens Nyheter that the project can be implemented in collaboration between Chinese, Norwegian, Swedish and European companies.

- We welcome collaboration with all companies if they are friendly and have technological knowledge, said H. Xin.

In the end of February [2018] he is travelling back to Oslo with a larger delegation. A dozen of persons should meet the border committee again and also want to book meetings with Norwegian politics.

- We need support from the government and politicians. It is very important, said Huang Xin

He said also that in the end of February [2018] he shall visit Göteborg and Stockholm to discuss infrastructure projects about railways, fast trains and subway.

The consultant that has connected Huang Xin to the project is Alf S Johansen is responsible for secretariat in the border committee involving Årjäng. He is also a coordinator for an EU project which shall develop transportation and regions in northern Europe.

- China thinks globally. A railway between Bergen and Stockholm through Oslo could connect us with the arctic part of the New Silky Way through Russia by bridges and tunnels over Åland and Helsinki, said Alf S Johansen.

Norway will learn more about that. On a conference for railway industry in Oslo on the 8th of March [2018] China's ambassador in Norway Wang Min shall hold a lecture under the topic "The New Silky Way"

- I encourage politicians in Norway and Sweden to have a meeting with the Chinese and not close any doors, says municipal council member Thor Hals who represents the governing party Höyre [the Right] and sits in Askim's municipal council on the Norwegian side of the border.

Norway has extremely strained relations with China after the regime critic Liu Xiaobo got Nobel Peace Prize in 2010.

- I shall not intervene in the foreign policy, but since Erna Solberg [Norwegian prime minister] was there with state visit last year the relations are back where they should be, said Thor Hals.

Dagens Nyheter [DN] have spoken with several members of the Norwegian parliament transport committee who look positive on the interest from China, as well as communication minister Ketil Solvik-Olsen, The Progress party.

- I welcome private initiatives if such appears that wants to rebuild and run railway infrastructure with its own capital and at its own risk, said Ketil Solvik-Olsen in a written comment to DN.

Sweden's communication minister Tomas Eneroth [Social Democrats] hasn't wanted to comment on the Chinese interest, as the question, according to his press secretary, is hypothetical.

His party comrade D. Schützer in Årjäng believes that it would be professional misconduct to say no.

- If someone comes who wants to invest 170 billions in a forward-looking, socially useful and also climate-friendly project, so the minister or government that says no to it, I hope that Swedish people vote them away in the next election, said D. Schützer

China being a communistic one-party state that imprisons nonconformist writers like Swedish citizen Gui Minhai is not a reason to abstain, considers D. Schützer

- I am very concerned with dictatorship in China but they do not imprison fewer writers in China because we refuse Chinese investments. On the contrary.

If we have more contacts with the Chinese we can get access to critisize the things we believe are crazy.

His own horse paddock getting crossed by a superfast double-rail would be a smaller problem.

- This are blows one get to take. They build the railway on the pillars. The horses can surely go under and feed, they get used fast, says D. Schützer.
