New York Sun сообщает, что в начале следующего года должны начаться переговоры об окончании оккупации Ирака. С тем, чтобы вывести большую часть войск к окончанию президентского срока Буша, т.е. к началу 2009-го года.

Don Surber по этому поводу пишет: "Funny how while the Democrats were calling for a troop withdrawal and the surrender of Iraq to al-Qaeda — while the New York Times was even condoning genocide — President Bush changed course and won the war."

The Sun is reporting on a nonevent. A "nonbinding" framework for
negotiations is like a meeting at your office to plan the next meeting.
And we all love those don't we?

This is how the war is won, eh? Declare victory, pull out, leave a
skeleton force "confined to barracks". They won't be confined to
barracks if the oil flow is threatened.

The idea of not leaving an occupying force in the country is not even
on the table. Democrats aren't even taking about it.

When Bush declared the end of combat ops, did that make it so?
