It is about a contest "the best picture will be placed at the new plastic bags" or something like this. And it is about catholic Slovenian fascists manipulating the contest results so that the plastic bag with a contest winner image of a child rapist teddy-bear will never be issued.

I see. I'm not even going to ask why anyone would want a child rapist teddy bear on a plastic bag, but thank you for answering my question.
I've been having a nap for awhile.
I can't think of anything better suiting the contest! Why would anyone want some awkward watermelon bag handle or a plums-and-strawberry-medley-in-my-hand rubbish?
Also, banning this picture from the contest was a very, very ill-founded idea. It's like blotting the swastikas daubed on the walls out with Russian flags (some shitheads did it in my town).
