По-моему,
1. Попытка установления "вертикали власти", перераспределение полномочий между региональными элитами и Москвой.
2. "Чеченизация" войны в Чечне, ослабление влияния Москвы на российском Кавказе.
3. Ухудшение отношений с большинством международных партнёров, приведшее, в частности, к войне с Грузией.
4. Установление "госкапитализма", ухудшение условий ведения бизнеса, усиление зависимости от экспорта ресурсов.
