The perpetrators, victims, and targets of the violence in Northern Ireland reflect distinct political groups engaged in a power struggle. The violent death rate in Washington, D.C., roughly five times higher, seems to reflect random violence — a sign of social dysfunction rather than of some purposeful group movement toward any political goal. |
