No NATION (in the meaning of "nationality") is a nation of slaves. (And if we ask why different COUNTRIES stand on different levels, it is a complicated question and also can't be arbitrarily simplified).

I don't want to look fucking smarter than I am, but some time ago I watched CNN with a guest, Harvard professor Joseph Henrich. I will just put a small quote from the very beginning of this interview. This is to give more details on my first phrase.

"ISAACSON: Are these genetic traits?

HENRICH: No, no, they're very much culturally learned and the book is about all the different ways in which our institutions and other features of social life shape how we think and the one of the key ideas that comes from my prior work is that we evolved as a cultural species so our minds adapt to the kind of affordances and constraints created by our institutions so we end up thinking differently because of the kind of institutions we encounter when we're growing up."
