Shoplifting in Netherlands

When i lived in Amsterdam downtown, i used to go to a nearby store. Every time i noticed homeless and drug users taking a lot of food and hiding in their ski jackets and pants. Bizarre, so one day i asked to the security guard and he answered me :" We allowed them to take foods, except for cheese and beer (Netherlands produce them)". So they avoided to call the police every 5 minutes. Btw there were many cops around, but the store had many tourists as clients.

Here in Paris, i once witnessed a strange moment : in a store i was in line to pay my food, the lady before me was with her 5/6 years old daughter who was hungry. She gave her a sandwich and guess what ? The cashier went nuts, screaming and yelling " You are a thief, you have to pay before open the sandwich !.. You are in trouble, i call the manager, she will call the cops and you gonna sleep in jail."
All that in front of her little girl who started crying. Finally the manager arrived and said : "So what ? You scan the empty sandwich box and she pays. What's the matter? You called for this ?" And she apologised. The cashier didn't want to work and she picked up an excuse to send all customers to another queue. Insane.
