Russia "has" such sites. They exist and don't exist. Can disappear at any time, owners arrested. In the west things usually either exist or not. Not in some grey area limbo. Such predictability is reassuring, it's easier to work and live with it.

On the other hand prostitution is a legal profession in the Netherlands. Even with all the minor inconveniences that prostitutes face in the Neterlands, it's orders of magnitude better than what's in Russia.
