He pretended that this was a way to help fight fires in Los Angeles,
but (1) LA does not have a shortage of water overall, and (2) the
water will not flow to Los Angeles.
What LA is short of is capacity to pump water up to the hilly areas
where the fires have been out of control.
More generally, the problem is caused by global heating, and as long
as we keep pushing global heating that problem
is likely to spread.
