Не знаю что они там преуспели. Я вот себе потенциальное место жительства выбирал в штатах. Обнаружил, что в штате Массачусетс есть "Chapter 40b" -- это херня в которая "designed to facilitate construction of affordable housing in communities where less than 10 percent of its housing stock is affordable (accessible to low and moderate income levels)." Т.е. построят project многоэтажку в твоем эксклюзивном neighborhood, заселят poor people, для целей эгалитарианизма, как я понимаю, и любви к меньшинствам/неграм. Нахуя тогда нужны эти wealthy neighborhoods?
Также, смотрел статистику Weston High (в MA которая): в самом Weston негров более менее 1% максимум, а в Weston High их откуда-то 7%. Оказалось, что busing прекрасно сохранился в форме завоза меньшинств в "racially isolated" districts.

В начале текста отмечает что он исключение из правил "A major criticism of the METCO program is that it doesn’t produce better outcomes for its students than the city schools, so it just acts as a brain drain from the city. I am an exception."
