Any forest management activity, including the collection of timber or by-products, must comply with these regulations and often requires a license or an approved sustainable forest management plan from the relevant state environmental agencies.

In certain protected areas, particularly "Sustainable-Use Units" like Extractive Reserves, local communities are permitted to practice sustainable forest activities, which can include the collection of dead wood for purposes like craftsmanship or as firewood for personal use. These activities are typically governed by a specific management plan for the reserve.

While the specific term "dead wood" may not be a central focus of the law, the collection of any forest product is considered an extractive activity.

In some cases, traditional communities and low-income families may be allowed to collect small quantities of firewood for their own use, often under a management plan that sets rules on collection days, volume limits, and a small fee. This is a measure to balance conservation with the needs of local populations.

The collection of any forest product without the proper permits or outside of an approved management plan is considered illegal. This includes activities in protected areas, on public land, or on private property without the landowner's permission and the necessary legal authorization.

The Forest Code introduced the Rural Environmental Registry (CAR), a national land registry that requires landowners to register their properties and identify their Legal Reserves and APPs. This tool helps monitor compliance and can be used by authorities to detect illegal deforestation and other unauthorized forest activities.
