well, these points of yours are not verifiable and actionable. how one would count efficiency for example? would you calculate ratio of prevented attacks and performed? or money investment? for what period? its all empty questions.
First of all, efficiency usually means a ratio between achieved results to available resources. in this case the terrorists are achieving a lot more in terms of their results (direct and indirect damage) with a lot less resources. For example, sending cruise missiles against islamic training camps in Afghanistan is a lot less efficient than hijacking a plane and flying it into a high-rise. Another measure of efficiency would be the number of people and money involved in conducting terrorism vs number of people involved in preventing it. Now, the Homeland Defense budget is in billions, plus all the security personnel and equipments in airports, and etc... Add to it CIA, FBI, Interpol, FSB, Mossad,... You get the picture. Moreover, the function of the government agencies is to prevent all terrorist acts, no matter how much or how little resources they spend. On the other hand, the goal (function) of the terrorists is to inflict damage on civilian targets in order to, e.g. influence public policy. The recent experience in different countries shows that the terrorists are succeeding. Therefore, one could state that they are better, more efficient, in accomplishing their goals than the security agencies in accomplishing theirs.
Secondly, the points I listed in my original post is not an action plan, it is rather a part of a preliminary situation analysis. Before jumping to actions one has to understand, and then solve the underlying problem(s). This is key to a transition from damage control to prevention. Please, note the difference.
