То-то профессора ходят мрачнее тучи. Кстати, в Гарварде похоже скоро тоже заморозят.

To Members of the MIT Faculty and Staff:

As President Vest explained in his letter of September 12, MIT is facing substantial financial pressures in the year ahead. We are taking a number of measures to address them, and with your help, we will balance the Fiscal Year 2005 budget without compromising the vitality and excellence of MIT.

In addition to adjustments in program priorities and commitments, purchasing practices, business processes and the like, we must also reduce expenditures for salaries and wages, because compensation comprises over half of our operating costs. Following extensive consultation, we and the other senior officers have decided that there will be a one-year freeze on faculty, staff, and administration salaries on campus next year.

Some colleagues have suggested that a modest pay increase would be preferable to no increase at all, but as it is, we will have to reduce the number of campus jobs by as many as 250 over the next year. If it weren't for the salary freeze, which will save approximately $10 million, a much larger number of jobs would have to be eliminated. In other words, the salary freeze saves jobs.

This one-year freeze will take effect immediately. Specifically:

* Salaries will be frozen for all of us on the faculty and staff whose base annual salary is $55,000 or greater. Staff at Lincoln Laboratory will receive very modest salary increases for FY05, based on performance. Other off-campus operations will be contacted by their Human Resources Officers regarding pay policy at those locations.

* Campus employees who work more than half time and who earn less than $55,000 on an equivalent full-time basis, will receive a $1,000 increase to their base pay for FY05, if their performance is satisfactory. Those who work more than half time and earn more than $54,000 but less than $55,000 will receive an incremental amount to bring their salaries to $55,000.

* Employees who work half time or less and earn less than $55,000 on a full-time basis, will receive a $500 increase to their base pay for FY05, if their performance is satisfactory.

* Individuals whose performance is less than satisfactory will receive no increase.

* Faculty promotions will take place as usual, and the increases regularly associated with these promotions will be unaffected by this policy.

* The pay increases for staff in bargaining units are covered by their union contracts, not by this policy.

In recent years we have made good progress in ensuring that our salaries and benefits are competitive, and we don't believe the freeze will change our position very much. This will be difficult for all of us, but we are confident that we can move through this year without damaging the quality of our educational, research, and work environment.

We also take this occasion to inform you that the MIT campus will be closed from Christmas Day, December 25, 2003 until Monday, January 5, 2004. This additional paid time off will enable us to reduce heating, electricity, and other costs during this period.

More information about the salary program and the special campus closing will soon be available on the MIT Finances website and the Human Resources website. Please feel free to send in your comments and questions to the MIT Finances website or to contact us directly.

Thank you for all you do to make MIT such an outstanding institution. With your help, we will sustain our excellence during these stringent times.

Sincerely,

Robert A. Brown
Provost

What boggles my mind is why would the "individuals whose performance is less than satisfactory" be kept on staff.Shouldn't they just be part of that 250 people execution.Really.But then again,ya ne provost,ya tol'ko uchus'.

another reason to hire more slave labor: post-docs and assistant professors that wil never get tenure... where do they get money? from the projects that professors bring in... hence, the pay should be distributed accordingly: those who bring a lot - get paid a lot; those who don't - get their salary frozen...
