ICQ 2000b by default is set to not allow connections with older clients. To work around this, the ICQ 2000 user must go into the ICQ Menu, then Security and Preferences, and then the Ignore tab.
They must uncheck the "Do not allow Direct Connection with previous ICQ software versions" box. Also, on the Direct Connection tab, they must make sure that the Allow Direct Connection selection is set appropriately for this instance.
