Китайские животные и европейские преступления
В ходе обсуждения "Passive Personal Principle" (http://bbb.livejournal.com/1723340.html) наткнулся на европейскую документ "On the European arrest warrant and the surrender procedures between Member States" (http://europa.eu.int/eur-lex/pri/en/oj/dat/2002/l_190/l_19020020718en00010018.pdf) - то есть об унифицированных правилах исполнения ордеров на арест стран-членов ЕС.

Помимо прочего, там в статье 2 содержится список преступлений, влекущих за собой безусловный арест и эктрадикцию (при условии, что в стране, выписавшей ордер на арест, максимальное наказание за это преступление будет не меньше трех лет заключения). Список этот, содержащий разные нехорошие поступки и преступления, в том числе очень-очень нехорошие, слишком напоминает знаменитый борхесовский перечень китайских животных. В одну кучу, безо всякого порядка, сваливается все подряд - от терроризма и захвата самолетов до перевозки некоторых растений и расизма с ксенофобией.

• environmental crime, including illicit trafficking in endangered animal species and in endangered plant species and varieties,
  
• facilitation of unauthorised entry and residence,
  
• murder, grievous bodily injury,
  
• illicit trade in human organs and tissue,
  
• kidnapping, illegal restraint and hostage-taking,
  
• racism and xenophobia,
  
• organised or armed robbery,
  
• illicit trafficking in cultural goods, including antiques and works of art,
  
• swindling,
  
• racketeering and extortion,
  
• counterfeiting and piracy of products,
  
• forgery of administrative documents and trafficking therein,
  
• forgery of means of payment,
  
• illicit trafficking in hormonal substances and other growth promoters,
  
• illicit trafficking in nuclear or radioactive materials,
  
• trafficking in stolen vehicles,
  
• rape,
  
• arson,
  
• crimes within the jurisdiction of the International Criminal Court,
