Спасибо! Теперь, похоже, все прояснилось. Слово было придумано специально так, чтобы иметь и содержательный смысл, и расшифровку аббревиатуры.

Вы будете смеяться, но меня из другого источника (и никак не в связи с ЖЖ) только что спросили о том же (вернее вопрос был о том, отражает ли аббревиатура нынешний расклад провинций). Ответил теми же ссылками :)
