If the looting losses are high enough to bankrupt the store and cause it to close, they are mostly getting back at themselves.
In financial terms, maybe. But there are larger implications.
Так вот почему эксперты по безопасности рекомендуют дома держать не меньше 3000 патронов! Кстати, те кто хотели защищать свои магазины могли остаться. Полиция не имеет права эвакуировать народ силой.
В случае martial law, кажется, имеет право. Но 3000 патронов тоже сила. ;-)
Ну, в случае чрезвычайного положения эвакуация населения - последняя из задач. Сначала будут эвакуированы продукты, транспорт и лекарства, принадлежащие населению (ест-но, не со зла, а исключительно потому что все это необходимо для помощи этому самому населению).
В случае martial law, полиция, зато, имеет право стрелять в грабителей без предупреждения...

:-) they should probably be a part of some "neighborhood protection militia" or members of National Guard, or smth similar, to be able to play an active role under martial law :-)

I agree. But we do not live in an ideal world.
Then they would be suppressed during real martial law. Perhaps, they would be able to use weapons inside their property, I am not sure...
Martial law is really about government monopoly on the use of force, weapons, etc...
