Does it make sense to our local lawyers? Does to me, but I am not one.

Every president since Reagan makes the situation worse. And, yes, Clinton is no exception.
The amount of "bad stuff" attributable to Clinton, however, is arguably smaller than what can be attributed to Reagan + Bush + SCOTUS (Rehnquist + Scalia) (War on Drugs, etc.)
But what Bush Jr. has done over less than 2 years in office is much worse than the total effect of 8 Clinton years.

тут я чего-то не понимаю - How can one intelligently and thoroughly examine issues blah-blah without remaining neutral?

Cato institute - то еще заведение. Но я их люблю за непредсказуемость. Какое-то время назад этот самый Boaz был остановлен полицейским за непристегнутый ремень безопасности и получил предупреждение на первый раз. Так вместо того, чтобы сказать спасибо и уехать, он разразился гневной речью о том, что полиция занимается всякими пустяками, вместо того, чтобы ловить преступников, за что полицейский немедленно разорвал предупреждение и выписал настоящий штраф. Бояз даже в суд ходил. То-то над ним там смеялись....
