L’équilibre des puissances The Concert of Europe functioned effectively in no small part because its members were, broadly speaking, satisfied powers seeking to preserve, not overturn, the territorial status quo. In today’s world, Russian land grabs in Georgia and Ukraine are worrying developments, revealing the Kremlin’s readiness to violate the territorial integrity of its neighbors. So are China’s ongoing efforts to lay claim to and build military facilities on disputed islands in the South China Sea and Beijing’s violation of its pledges to respect Hong Kong’s autonomy. Nonetheless, neither Russia nor China has yet to become an implacably aggressive state committed to wholesale territorial expansion. A global concert also makes that outcome less likely by establishing a forum in which its members can make transparent their core security interests and strategic “redlines.” Nonetheless, if an aggressor state that routinely threatened other members’ interests were to emerge, it would be expelled from the group, and the remaining members of the concert would rally against it. French call to replace English with Latin as Europe's official language The Le Figaro article, penned by Sundar Ramanadane, claims Europe’s divorce from the English is complete, and says the feeling that French should be Europe’s lingua franca is hardly unique, pointing to articles by Germans that asks whether German should be the EU’s foremost language.
But for Ramandane, Latin is ideal. How does one revive an ancient, largely dead language? The case of Israel’s revival of Modern Hebrew is used as proof that it’s possible.
This is perceived as crucial and necessary if Europe will ever fulfil its dream of becoming more than a common market. The issue is an identity based on a common language and past, and this can never materialize in the status quo, he says.
Latin, he argues, is a natural choice. This is particularly given that every shared historical political experience in Europe leads back to Latin. From the Roman Empire and Christianity, to the Renaissance and Enlightenment, Latin was present throughout it all.
It’s not lacking for culture either, says Ramandane, used through nearly 2000 years of history as the only common link between European minds, leaders and scholars. He goes on to argue that it's no stranger to modern languages, having shaped them deeply.
More importantly, he argues, Latin is well-suited to politics. In fact, some of the greatest orators and legal experts spoke in Latin, and one that will make it possible to train political leaders and civil servants in rhetoric and logic, much like ancient Greece and Rome. Ursula von der Leyen: Nord Stream 2 to projekt polityczny Powiedziała pani w czasie wystąpienia w Parlamencie Europejskim, że żaden gazociąg nie poprawi relacji z Rosją. Ale czy może pogorszyć? I czy po próbie otrucia Aleksieja Nawalnego UE nie powinna przemyśleć swojego stosunku do Nord Stream 2?
Przez długi czas wielu uważało, że Nord Stream 2 jest czysto ekonomicznym przedsięwzięciem. Jestem głęboko przekonana, że to też jest wysoce polityczna inwestycja. A wzór postępowania Rosji nie zmienił się na lepsze w czasie budowy tego gazociągu, raczej na gorsze. Nadzieja, że handel i biznes gazowy poprawią relacje z Rosją, blaknie. Dlatego sądzę, że musimy sobie to jasno powiedzieć. Tak, to jest polityczny projekt. I nie, on nie doprowadzi do zmiany zachowania Rosji.
Ale czy nie sądzi pani, że efektem tego powinna być próba zablokowania Nord Stream 2 przez UE?

- В начальной школе учительница эстонского языка издевалась надо мной. После этого у меня отпало всякое желание учить этот язык только ради того, чтобы получить паспорт. Я родился здесь, мои предки буквально возрождали инфраструктуру Эстонии во времена СССР. Почему я должен сдавать какие-то экзамены?
- Но без знания языка вам тяжело, наверное, жить в Эстонии?
- Сложно, да. Тем более, здесь существует специальная служба контроля, которая определяет уровень владения языка. Например, такие комиссии приезжают на предприятие, проверяют работников на знание языка. Если сотрудник организации не соответствует хотя бы минимальным требованием, ему выписывают штраф.
