THE SECRETARY OF TRANSPORTATION
SUBJECT: Provision of Marine War Risk Insurance Coverage
By virtue of the authority vested in me by the Constitution and laws of the United States, including 3 U.S.C. 301 and section 1202 of the Merchant Marine Act, 1936, as amended (the "Act"), 46 U.S.C. App. 1282, I hereby:
Approve the provision by the Secretary of Transportation of insurance or reinsurance of vessels (including cargoes and crew) entering the Middle East region against loss or damage by war risks in the manner and to the extent approved in title XII of the Act, 46 U.S.C. App. 1281, et seq., for purposes of responding to the recent terrorist attacks, whenever, after consultation with the Department of State, it appears to the Secretary of Transportation that such insurance adequate for the needs of the waterborne commerce of the United States cannot be obtained on reasonable terms and conditions from companies authorized to do an insurance business in a State of the United States. This approval is effective for 6 months. I hereby delegate to the Secretary of Transportation, in consultation with the Secretary of State, the authority vested in me by section 1202 of the Act, to approve the provision of insurance or reinsurance for these purposes after the expiration of 6 months.
The Secretary of Transportation is directed to bring this approval to the immediate attention of all operators and to arrange for its publication in the Federal Register.

To the extent individual policies involve an exposure in excess of the amounts available in the War Risk Revolving Fund, such policies may be issued only after consultation with the Office of Management and Budget. This approval to provide insurance or reinsurance is effective for 90 days, except that existing policies shall remain in force pursuant to the terms of these policies. I hereby delegate to the Secretary of Transportation, in consultation with the Secretary of State, the authority vested in me by 46 U.S.C. 53902 and 53905.
The Secretary of Transportation is directed to bring the approval to the immediate attention of all U.S.-flag vessel operators and to arrange for its publication in the Federal Register.

В то время как вчера баррель Urals торговался дешевле 50 долл., в бюджет заложено, что в 2009, 2010 и 2011 годах он будет стоить соответственно 95, 90 и 88 долл. Возможную ошибку в расчетах должен будет компенсировать Резервный фонд.
"...Если цена на нефть будет ниже 70 долларов, автоматически, без специального решения парламента, вступает в действие Резервный фонд, и расходы автоматически компенсируются». - Кудрин.
«Расчетная цена нефти снизится до 40 долларов в 2009 году и до 50 долларов – в 2010–2011 годах. Сейчас мы должны забыть о том периоде, когда цена на нефть была высокой, мы заходим в другой цикл», – заявил вчера премьер Казахстана Карим Масимов.
Саудовская Аравия – ведущий производитель и экспортер нефти – составила бюджет будущего года на основе прогноза цен в 45–50 долл. за баррель. При этом, чтобы обеспечить бездефицитный бюджет, ей достаточно уровня в 30–35 долл. за баррель, учитывая низкую себестоимость добычи сырья.
Нигерия и Ливия пересмотрели свои прогнозы с 62–65 долл. за баррель в 2009 году до 45 долл. Бахрейн на период с 2009 по 2010 год установил ориентир в 60 долл. Такой же уровень прогнозирует в бюджете Венесуэла."

Как отмечает издание, появление документа вызвано нарастающим недовольством среди офицеров разных уровней реформой, о начале проведения которой министр обороны Анатолий Сердюков объявил 14 октября. Директива направлена на пресечение контактов недовольных военных со средствами массовой информации. Нарушителей будут ожидать увольнения и уголовное преследование."
