From the start of Russia's wide-scale aggression against Ukraine on February 24, 2022, to September 1, 2023, all military assistance that the Biden administration
has committed to Ukraine amounted to
$43 bn.
But the US administration
provided military assistance to Ukraine
, as of September 1, 2023, for
$19.3 bn. This amount is made up of the following components:
- military assistance delivered to Ukraine via the PDA channel, but accounted for at inflated prices, amounted to
$24.0 bn;
- overpricing of military aid provided to Ukraine via the PDA channel in 2022-2023, according to Deputy Pentagon Press Secretary Sabrina Singh, amounted to
$6.2 bn;
- thus, the military aid delivered to Ukraine via the PDA channel, accounted in prices that are correct from the DOD’ point of view, amounted to
$17.8 bn;
- military assistance delivered to Ukraine via the USAI and FMF channels, according to the US State Department, amounted to

- military aid delivered to Ukraine via the Lend-Lease channel amounted to

Thus, all military assistance
actually delivered by the US to Ukraine from February 24, 2022, to September 1, 2023, amounted to:
- not
$50-60 bn declared by Reznikov,

$43 bn promised (committed) by the Biden administration,
- but
$19.3 bn actually delivered.
