Baptist Press.

03/16/2009 23:05 - Conduct code threatens Christian schools in Great Britain

A proposed new code of conduct for teachers in Great Britain will force Christian schools to actively promote Islam and gay rights, the Bishops' Conference of England and Wales has warned. The group said the legally binding code would undermine the religious character of church schools by imposing a hostile secular morality, reports Baptist Press.

One section of the proposed code requires teachers to "proactively challenge discrimination" and "promote equality and value diversity in all their professional relationships and interactions" before they can be registered, according to the London Daily Mail newspaper. Complaints can be lodged against teachers who fail to observe the new demands and teachers and schools can be punished if a complaint is upheld.

Christian schools have "an understandable fear that the call to 'proactively challenge discrimination' could be used to oppose faith schools per se, and the rights that they have in law, for example, to select leaders who are of the faith," said Oona Stannard, head of the Catholic Education Service. "It would be unacceptable to expect anyone to be required to promote something contrary to their own faith beliefs and, indeed, it would not be possible for a person of faith to promote another faith -- this is a matter of conscience."

Great Britain's General Teaching Council would require teachers to sign the new code before they can practice. The code would be binding on all schools, including 2,300 institutions operated by the Catholic Church and 4,660 run by the Church of England, the Mail reported.

INTERNATIONAL NEWS: Conduct code threatens Christian schools in Great Britain

LONDON (BP)--A proposed new code of conduct for teachers in Great Britain will force Christian schools to actively promote Islam and gay rights, the Bishops' Conference of England and Wales has warned. The group said the legally binding code would undermine the religious character of church schools by imposing a hostile secular morality.

Catholic Church slams new code of conduct forcing teachers to promote Islam and gay rights
By Simon Caldwell
Last updated at 8:35 AM on 02nd March 2009

The Roman Catholic Church has severely criticised a proposed new code of conduct for teachers which it says will force Christian schools to actively promote Islam and gay rights.
The Bishops’ Conference of England and Wales has warned the General Teaching Council, by the professional regulatory body, that many teachers will quit the profession because they will not be able to accept the revised code of conduct in good conscience.
Their advisers say the code would also seriously undermine the religious character of church schools by imposing on them a hostile form of secular morality.

It would not be possible for a person of faith to promote another faith: OonaghStannard with Education Secretary Ed Balls

The legally-binding code would discriminate against Christian teachers in recruitment and in the classroom, they say.
Principle 4 of the code demands that teachers ‘proactively challenge discrimination’ and ‘promote equality and value diversity in all their professional relationships and interactions’ before they can be registered.
It means that campaigners can complain if teachers fail to observe the new demands and that teachers and schools can be punished if a complaint is upheld.

Oona Stannard, head of the Catholic Education Service, an agency of the bishops’ conference, told the GTC in a written submission that ‘there was an understandable fear that the call to “proactively challenge discrimination” could be used to oppose faith schools per se, and the rights that they have in law, for example, to select leaders who are of the faith’.
‘This anxiety extends similarly to the direction to “promote equality”,’ Miss Stannard said.
‘It would be unacceptable to expect anyone to be required to promote something contrary to their own faith beliefs and, indeed, it would not be possible for a person of faith to promote another faith – this is a matter of conscience.’

Miss Stannard added that there were grave concerns in the Church over the question of whether Catholic teachers would in good conscience feel able to register under the new code.
This means they would either quit the profession or would be dissuaded from entering in the first place, heightening the recruitment crisis already afflicting many schools.
The code proposed by the GTC would be binding on all schools, including the 2,300 primary and secondary schools run by the Catholic Church and the 4,660 run by the Church of England.
The GTC is insisting that all teachers will have to sign up to the new code before they can practice.
The code will then be used by the GTC to assess cases of serious misconduct by teachers and trainee teachers.
However, it will also be used by school governing bodies and local authorities in recruitment and disciplining of teachers; universities in assessing candidates for teacher training and by employment tribunals assessing claims of unfair dismissal.
Many Christians already fear that equality and diversity rules are being used against them.
Caroline Petrie, a nurse, was suspended by North Somerset Primary Care Trust, for failing to ‘demonstrate a personal and professional commitment to equality and diversity’ after telling a patients she would pray for her, while marriage registrar Lillian Ladelle, disciplined for refusing to preside over same-sex civil partnerships, lost her case at the Employment Appeal Tribunal after the panel ruled in favour of the Islington Council’s ‘commitment to equality’.
Brighton Council also withdrew funding from Pilgrim Homes, a Christian care home, after staff refused to quiz elderly residents over the sexual orientation in keeping with ‘fair access and diversity’ policies.
The Christian Institute, a non-denominational charity, says that the GTC code means that universities might ask applicants about their willingness to promote gay rights and Islam.
If a teacher was asked at interview if he or she was willing to use materials designed by gay rights groups, the teacher could be rejected for declining because he or she would be in breach of Principle 4.
If a pupil asked an RE teacher if Jesus Christ was the only means to salvation and the teacher replied yes, a non-Christian parent could complain to the GTC over a breach of Principle 4.
Ofsted inspectors would also be able to criticise schools for promoting the Christian vision of marriage, while teachers who say they will pray for troubled pupils could be suspended for failing to ‘value diversity’.
Colin Hart, Christian Institute director, said: ‘Respect for people as people is not the same as respecting or valuing every religious belief or sexual lifestyle.
‘Forcing this on Christian teachers is to force them to go against their conscience,’ he said.
‘Teachers are there to teach not to be diversity officers.’
The GTC consultation on the new code closed last Friday.

Church schools could be forced to promote Islam and homosexuality, Catholics fear

The code is accused of undermining the religious ethos of Christian schools by promoting secular morality and will discriminate against devout staff and drive them out of the classroom, the Roman Catholic church has warned.
As The Daily Telegraph disclosed last month, the General Teaching Council – the profession's regulator – has published a draft code of conduct that all teachers will have to sign.
It will be used by the GTC in assessing misconduct cases, but also by school governors and local authorities in recruitment and discipline.
Principle 4 of the draft code states that teachers must "proactively challenge discrimination" and "promote equality and value diversity in all their professional relationships and interactions".
However religious groups fear that these requirements could be used by liberal groups or parents to discriminate against Christian teachers, or to target faith schools.
An alleged lack of commitment to equality and diversity was used by a health trust to suspend Caroline Petrie, a Baptist community nurse, after she offered to pray for an elderly patient.
Oona Stannard, head of the Catholic Education Service, an agency of the Bishops' Conference of England and Wales, told the GTC in a written submission that "there was an understandable fear that the call to 'proactively challenge discrimination' could be used to oppose faith schools per se, and the rights that they have in law, for example, to select leaders who are of the faith".
She went on: "This anxiety extends similarly to the direction to 'promote equality'.
"It would be unacceptable to expect anyone to be required to promote something contrary to their own faith beliefs and, indeed, it would not be possible for a person of faith to promote another faith – 'this is a matter of conscience.'
Miss Stannard added that there were grave concerns in the Church over the question of whether Catholic teachers would in good conscience feel able to register under the new code.
The Christian Institute, a charity that supports worshippers who feel discriminated against in the workplace, claims the GTC code could be used by educational establishments to insist that staff promote homosexual rights or other religions such as Islam, going against the beliefs of many Christians.
It fears teachers could be turned down for jobs unless they agreed to use materials designed by homosexual rights groups in the classroom, and would face disciplinary action if they tell pupils in RE lessons that Jesus Christ is the only means to salvation.
Colin Hart, director of the Christian Institute, said: "Respect for people as people is not the same as respecting or valuing every religious belief or sexual lifestyle.
"Forcing this on Christian teachers is to force them to go against their conscience."

Christian fundamentalists try to block protection for gay kids at school

By Staff Writer, PinkNews.co.uk • February 26, 2009 - 11:58
The Christian Institute opposes gay rights

Christian evangelical groups have been accused of trying to undermine an effort by a teaching organisation to protect children from bullies.
The General Teaching Council is conducting a consultation on a proposed Code of Conduct and Practice.
The evangelicals have taken exception to one section of the Code which reads:
"Registered teachers should proactively challenge discrimination, stereotyping and bullying, no matter who is the victim or perpetrator; promote equality and value diversity in all their professional relationships and interactions."
The Christian Institute and other evangelical groups have interpreted this be "a tool for promoting secularism and gay rights" and have orchestrated a mass write-in by their members objecting to it.
In a mail-out to its supporters it listed some "examples" of supposed discriminations that Christians have suffered.
They include a nurse who was disciplined for offering to "pray" for patients and a registrar who tried to claim that she should be excused from some of her duties because of her religious prejudice against gay people.
The Institute claims that under the GTC guidelines Christian teachers will have to treat gay kids with respect regardless of their views on homosexuality.

Terry Sanderson, president of the National Secular Society, said:
"The Christian Institute is an unpleasant bunch at the best of times, but this really scrapes the bottom of the barrel.
"Who could possibly object to children being protected from the prejudices of bullies, bigots and zealots when they are captive in school?
"The objections to this Code of Practice are not only nasty, they are unconvincing and exaggerated."

The NSS has written to the GTC warning them that an orchestrated campaign is underway and urging them to leave the section of their Code unchanged.

Colin Hart, Director of The Christian Institute, said:
"Christians would support most of the code, but many are alarmed by the new diversity rules.
"Under the code, Christian teachers will be required to 'proactively combat discrimination' and 'value diversity' based on religious belief and sexual orientation.
"The code rightly requires that teachers should respect their colleagues and those they teach.
"But respect for people as people is not the same as respecting or valuing every religious belief or sexual lifestyle.
"Forcing this on Christian teachers is to force them to go against their conscience."

В Вике про ГТЦ (они отдельные для каждой части Британии):
http://en.wikipedia.org/wiki/General_Teaching_Council_for_England

The General Teaching Council for England (GTC) is the professional body for teaching in England. The GTC was established by the Teaching and Higher Education Act 1998 which set two aims:
"to contribute to improving standards of teaching and the quality of learning, and to maintain and improve standards of professional conduct among teachers, in the interests of the public".[1],

The Three Functions of The GTC

In line with the aims set by the Teaching and Higher Education Act 1988, the GTC has three principal functions:
To maintain a register of qualified teachers in England
To regulate the teaching profession
To provide advice to government and other agencies on issues affecting the quality of teaching and learning.

Maintaining a Register of Teachers in England

The GTC is the awarding body for Qualified Teacher Status (QTS) in England. All qualified teachers are on the GTC register. Registration with the GTC is compulsory for all teachers in maintained schools, pupil referral units and non-maintained special schools. In addition to this, around a third of teachers in the independent sector are registered with the GTC.[1] There are currently over 500,000 teachers on the GTC register.

Regulating the Teaching Profession

The GTC publish the Code of Conduct and Practice for Teachers. This code forms the basis of the regulatory process of the GTC. The GTC regulates the conduct and competence of teachers according to this code. Teachers' employers are required to tell the GTC when a teacher has been dismissed because of misconduct or incompetence. The GTC can make the decision to remove from their register or restrict any teacher who has 'compromised the public confidence of the profession' or who has put 'the safety and welfare of children at risk'[2].

The GTC convenes panels to hear cases of teacher misconduct. Each hearing panel is normally held in public, and includes two teachers, one lay member of the council, and a legal advisor employed by the GTCE. A panel has the powers to:
Issue reprimands
Issue a conditional registration order (continued GTC registration requires the teacher to adhere to certain conditions set at the hearing)
Suspend a teacher from the register
Prohibit a teacher from registering

Providing advice to government and other agencies

The GTC also conducts research for education policy makers such as the Department for Children, Schools and Families (DCSF). Current research projects[3] include work on:
How to assure common standards across different forms of teacher training
Teacher retention, and prevention of teachers leaving the profession
The role of other (non-teaching) adults in schools
Continuing professional development of teachers

4. Promote equality and value diversity
Registered teachers
• Act respectfully towards all children and young people, parents, carers and colleagues, regardless of their socio-economic background, age, gender, sexual orientation, disability, race, religion or beliefs
• Take responsibility for understanding and acting on their obligations under legislation and school policies relating to equality and diversity, bullying and inclusion and access, seeking clarification if necessary
Proactively challenge discrimination, stereotyping, and bullying, no matter who is the victim or the perpetrator; promote equality and value diversity in all their professional relationships and interactions
• Contribute to the creation of a fair and inclusive school environment by taking steps to improve the wellbeing, development and progress of those with special needs, or whose circumstances place them at risk of exclusion or under-achievement
• Help children and young people to understand and appreciate different views, perspectives, and experiences and develop positive relationships both within school and in the local community
• Are sensitive to the socio-economic and cultural context in which they are working and issues in the local community that may impact on the wellbeing, development and progress of children and young people.
