Интересно вот что: у глагола "довлеть", как известно, есть два значения - (1) "правильное", исконное (быть достаточным - кому-чему) и (2) "неправильное", результат этимологизации (давить, подавлять - над кем-чем).
Пользователь 17-ти см. знает, что второе - неправильно, но правильного не знает. Поэтому употребляет с семантикой-2, но в благородном синтаксическом обрамлении-1.
Собственно, это и есть формула новодела.
