Funding freeze blocked by courts

The maladministration stated it was withdrawing the memo that blocked nearly all US government payments in programs to help non-rich people.

Then it "clarified" that only the memo was rescinded, not the policy.

A judge thereupon ruled that this was meaningless bullshit, and that the policy was indeed canceled.
