Muskrat as working with Chairman Xi

Robert Reich: Is the muskrat working for Chairman Xi?

I conjecture the muskrat thinks that Xi is working for him. But I don't think Xi will let anyone else take any part of China or Chinese business out of his control. A few years ago he slapped down the most powerful tech businesses in China.
