Bullshitter's henchmen deported someone by mistake

The bullshitter's henchmen say that they deported someone to El Salvador by mistake. Now, they say, the court cannot order them to bring him back because US courts have no authority over El Salvador.

The US court may have no authority over El Salvador, but since it has authority over those US officials, it can order them to say and do things that will convince El Salvador to send him back. For instance, to say, "You can let him out now, and he is welcome to return to the US."

If at that point El Salvador does not let him, the question is why not?
