I am sure that is true, but that's only half of it.

Machiavelli, in the Prince, suggested many tactics and ploys to beat the people into submission. One was to put someone in charge of the repression; then, after a sufficient period of repression, to fire per for being so cruel about it. By putting the blame on per, you can evade being blamed yourself, even though in truth the repression was decided by you.

I speculate that the bully is doing a variation on that: after repressing people in the name of protecting Jews, he will later blame someone for that repression on those Jews, so he can evade responsibility for his own repression.
