One individual can start a social movement that can grow to change a disastrous policy. But even once you have a movement, opposition still tries to block the necessary change.

The free software movement is another example of a social movement trying to alter a current leading society to disaster. The co-optation of "open source" is one attempt to weaken it, by changing a social movement into a mere sometimes-advantageous practice.
