DEMAND for H-1B visas, which allow American companies to hire skilled foreign workers, is at its highest level ever despite the country's economic recession and thousands of lay-offs.

Yet figures from the US Immigration and Naturalisation Service (INS) show a 14.4 per cent annual increase in H-1B applications.

The agency received 342,035 H-1B applications from October 2000 to September 2001 compared with 299,046 in 1999-2000, itself a record year.
