(U) Phase I of Op Troika, which was executed in June 2008 resulted in the arrest of 20 top leaders of Russia’s Tambov-Malyshev crime family for criminal conspiracy, money laundering, document falsification and crimes against public finances. Most of those arrested were “Vor z Konen” or “Thieves in Law,” the highest echelon of Russian OC leadership.
