Riots make democracy healthy
If people are oppressed for some time they tend to revolt. And revolt is an ugly thing. You wouldn't expect seeing nice English-speaking people in suits and ties trying politely to explain to the government that doesn't recognize their civil rights that they should have a voice, too. You would see exactly what you see - those nasty window breakers running amuck.
