On the right of persons to have enough money
Humanity has progressed sufficiently to recognize as basic human rights such necessities of life as clean water, food, shelter, medical services, education, and transportation. Progressive countries have done much to provide people with these necessities of life, although shortages unfortunately still remain. How can we improve people's lives further and make sure everyone always has enough of everything they need?

What has gone unrecognized is that the lack of support for all these needs is based on the lack of money. Therefore, it would be only natural to subsume all human rights into one foundational human right - the right to have enough money. Given enough money, persons would simply purchase the items or services they require. The right to have enough money is the only necessary and sufficient right that, once enforced and ratified by the governments of all countries, will once and for all resolve the problems that has plagued humanity for millenia.

Just imagine how life will change once everyone has enough money. There will be no more poverty, therefore no more crime since, as we all realize, poverty is the root cause of crime. No more hunger, so no more disadvantaged communities, and no more education gap between the oppressed minorities and the complacent, privileged majority. Everyone will be able to afford college, so unemployment will disappear since, as we know, lack of access to education is the main cause of disparities in career achievement. It boggles one's mind just to imagine all the unlimited creativity of the human mind that will be unleashed, once everyone gets enough money. From one's morning kombucha-flavored artisanal latte to one's daily medicinal cannabis infusion, from premium hotel placements for one's pet to a luxurious villa in the Cayman islands - the needs of persons are manifold, and no-one could possibly anticipate them all. The freedom to follow one's passions and to realize one's dreams, that's the only worthy goal for humanity to pursue.

Therefore we, the progressive and forward-looking politicians who have the people's best interests in mind, hereby propose the Personal Budget Adjustment Act. By this act, every household may apply once a year for a budget adjustment - a sum of money that the household determines to be lacking in its annual budget. The adjustment is the amount that, when added, would have given the household enough money for the year.

We also propose to create the Personal Finance Administration whose mission will be to fulfill people's requests for budget adjustments, either by sending checks in the mail, or by direct bank transfer.

The financing of the budget adjustments will be provided by the Voluntary Fairness Contribution. This is not a new tax - it is just a contribution that we ask the rich and the wealthy to return to the society. It is only fair that the privileged few, who already have enough money and whose personal wealth has been built out of the deprivations of others, should voluntarily pay their fair share back to the collective. The amount of the Voluntary Fairness Contribution will be determined and updated annually by the Personal Finance Administration.

It is now 2018, and it is time finally to do something about human rights. The action starts now!
