Injections aren't available in the Netherlands because injectable estradiol isn't registered there as a product by any company. It's available though through several providers from several of European countries (Czech republic and Ukraine often come up, also found this astrovials.com/product/estradiol-valerate/) EU is a single market with no customs. Drug available in one country is basically available in all countries (in theory). At least they shouldn't intercept it in mail, if it's from EU to EU country.

I.e. the main reason for this difficulty is that bureaucrats made drug approval too expensive for the companies (cue in communism, lol. Communists would fix things, right? Right?) This issue is universal for the west -- in the US introducing a new drug costs a billion dollars.
