Punitive Justice
Reading the news:
>A pedophile released from the colony 4 days later committed violence against a child in Kirov. Soon the rapist was apprehended. It turned out that 4 days before the crime he was released from the colony IK-29, where he was imprisoned for similar sexual violence.

Because jailing pedophiles doesn't fix the cause of their crime - high testosterone. In general, punitive justice never works. There are two types of criminals:
1. crazy people (these need mental help);
2. poor people (these need social justice and financial help).

Pedophiles fall under the 1st category, since the cause of their crime is a mental illness: testosterone raises libido and sexual aggression, which is exacerbated by a host of other mental issues, channeling their desire onto children:

>Pedophiles have been hypothesized to seek sexual relations with children in response to social anxiety, poor self-confidence, or other personality traits that inhibit appropriate sexual relations with adults.

Now jailing such people without serious mental help for a few years to get raped in prison a few times and then releasing them back into society like nothing has happened wont only not fix him, but only add future problems.

But again, nobody is interested in solving problems, and governments love pedophiles, as scare crows and as corrupt agents.
