US Census Bureau seems to track people who have completed a certain level of education.

According to their tables:

Percent of people 25 years and over who have completed 4 years of high school or more stands at 84.6% (as of 2003).
Percent of people 25 years and over who have completed 4 years of college or more is only 27.2% (also as of 2003).

The table covers the period of 1940-2003 and shows gradual improvement for both numbers pretty much year after year. The corresponding percentages in the year 1940 stood at 24.5% and 4.6% respectively.

Люди 25 лет и старше включают в себя и тех, кому сейчас и 70, и 80 лет - когда они были молоды, в колледжи поступало гораздо меньше людей. Что и указывают приведенные вами данные. Поэтому ясно, что сейчас процент людей, продолжающих образование после школы заметно выше 52%. Именно об этом я и говорил - о проценте школьников, поступающих сейчас в университеты (колледжи я не выделял).

the babyboomers are probably averaging out 33-35%, while their children are somewhere in the low 40's. (again, i am referring to the completions).

Looks reasonable. Probably, about 1/3 drop out of the college, so if 60% go to college, 40% will complete it.
