As for an english learning: No, a reading in english leads only to good reading capabilities, and nothing more. To write in english you need realy to write (as in the case of speaking) else there would be such an effect as "mute english"(https://en.m.wikipedia.org/wiki/Mute_English). So in the case of programming: russian institutes produce thousands of programmers but an art of coding is obtained by a small number. Cuz it needs to code and to code practicly instead of reading numerous theory textbooks as it usual for the russian high education.
As for math textbooks have you ever read such literature?
