What was the problem for the authorities in commemorating a poet and singer, whose death was so sudden for all?

There could be many reasons, for example: Egor Letov was one of the founders of NBP, and highly politicized singer, the second is growing intolerance of authorities against subcultures(e.g. "emo", "role playing movement"( http://community.livejournal.com/legal_team/173840.html )), the third is that they are afraid of any citizens activity which did not initiated by them.
