"Cuck" is short for "cuckold". A "cuckold", historically, has meant a man whose wife is cheating on him and he's raising the other guy's kid. More recently, it's been used to reference a man whose significant other is cheating on him.
The implication, especially as an insult, is that the man is inadequate.
More accurately, the modern meaning is that the man wants to, or at the very least does nothing about, the woman having other relationships weather secretly or in his face.
It's usually used to at least imply the man knows he's being cheated on and is okay with it or too weak-willed to confront his wife/girlfriend about it. Cuckold porn usually depicts the "husband" being degraded and humiliated as his wife has sex with another man.
