No. You try taking it to absurdity, and abuse every little possibility you get, hope the state would lose to better competitors. I.e. if you're a KGB officer, you start torturing and executing innocent people, while letting go actually evil ones. That is why it is entirely possible Chernobyl was the result of a sabotage by several people.
