Наверное, все слышали о том, что в Камбодже появилась
какая-то зараза, которая выкашивает исключительно детей,
за неделю 60 жертв.

Phnom Penh, Cambodia (CNN) -- The World Health Organization, in
conjunction with the Cambodian Ministry of Health, will conclude
that a combination of pathogens is to blame for the mysterious
illness that has claimed the lives of more than 60 children in
Cambodia, medical doctors familiar with the investigation told
CNN on Wednesday.

The pathogens include enterovirus 71, streptococcus suis and
dengue, the medical sources said. Additionally, the inappropriate
use of steroids, which can suppress the immune system, worsened
the illness in a majority of the patients, they said.

Стероиды у детишек нашли, и надо ж такому случиться что 60 человек
ни с того ни с сего враз подхватили три заразы, хотя дотоле о таком
никто не слыхал.

I'm a behavioral scientist and have lived and conducted research in
Cambodia and throughout Southeast Asia for 10 years. About 3 years ago
the Cambodian government had a campaign to educate people regarding the
need to wash their hands after using the bathroom, but trying to convince
people of the need to do so (or even defecating/urinating away from where
they sleep/eat) is an uphill battle. The education and literacy levels
in Cambodia are abysmally low; corruption is rampant as is sex-trafficking;
and the country has received billions in foreign aid yet problems persist
with some getting worse. That said, the country has come a long way from
when I first went there 10 years ago.

Many would give a knee-jerk reaction and blame it all on the Khmer Rouge
or Western ‘imperialism’. However, the reality is Cambodia has always had
these problems. The country was never an ‘island of peace’ as King Sihanouk
liked to proclaim.

The real issue is the country’s reaction to modernity. Whenever faced
with issues such as these, ‘foreigners’ (particularly Vietnamese) are
often blamed. Meanwhile, trying to convince Khmers to do something like
washing your hands after using the toilet often fails because many look
down on such actions as ‘ba-rung’ (Western) customs.

The Cambodian government (which is made up of former Khmer Rouge including
its prime minister/dictator Hun Sen) has long used the ‘traditional culture’
card to drum up support against foreign critics on issues such as sex-trafficking,
deforestation, and corruption to name but a few. The unfortunate reality is
that problems such as these will continue to be endemic in any culture that
looks at even the smallest changes as a threat to ‘traditional’ culture.
