This work is necessary, given humanity’s need to urgently and effectively address the relatively new phenomenon of internet-enabled disinformation, delivered in highly-targeted ways and at an unprecedented scale. Collectively, around the world, we face significant threats to democracy, how we manage health pandemics and action to prevent climate change, among others.
Framework. These include:

Regional responders (e.g. EEAS, Stratcom, WHO)
Actors: disinformation analysis, response lead

Intelligence community (e.g. the US DoD Principal IO Advisor, ENISA)
Why do they need DISARM? Need to map country TTPs

Law enforcement (e.g. FBI behavior intelligence team)
Why do they need DISARM? Need to map financial actors and disinfo connected to fraud

Responders working with the general public (e.g. UW / CogSec.org, MITRE Squint)
Why do they need DISARM? Need a set of TTPs appropriate for general public and public communities to detect/ report, and to implement as responses
