Nope. A lot of people in Britain speak English, yet they are not Americans. But he will surely become a problem for Russians, who are not planning on switching to English. Just like any division is a problem for a nation building.

Ofc no. There's people with high EQ who can easy communicate with ideological enemies or just stupid people. In the first case you probably should hide your ideology — for communication's sake. In the second case you should use his language patterns and hide our opinion about him.
