Indonesia sentenced to death 48 people last year, including 15 foreigners convicted of drug crimes, according to the latest global report on capital punishment by human rights organization Amnesty International.

In its annual report released on Wednesday, Amnesty explained that of the 48 death sentences, 39 were in drug-related cases, eight were for murder and one for terrorism.

Indonesia has positioned itself as a human rights pioneer in Southeast Asia.

A house painter by trade, Echegaray was accused of the April 1994 rape of the 10-year-old daughter of his live in partner[1] Rodessa (nicknamed "Baby" by the press). He was convicted by Branch 104 of the Regional Trial Court in Quezon City on 7 September 1994, with the death sentence automatically reviewed by the Supreme Court and affirmed on 25 June 1996. Echegaray filed a motion for appeal, which was denied on 19 January 1999.

Less than a month later, Echegaray was executed via lethal injection on 5 February 1999. Witnesses reported his last words to have been:

"Sámbayanáng Pilipino, patawarin ako sa kasalanang ipinaratang ninyo sa akin. Pilipino, pinatáy ng kapwa Pilipino."[2]
("People of the Philippines, forgive me of the sin which you have accused me. A Filipino, killed by fellow Filipinos.")

To dramatize his vow to see the execution through, Estrada ordered Thursday that a telephone hot line between his office and the prison be removed so there will be no expectation of a reprieve.

"I've got to be firm, to send a message to future rapists that we mean business," the president said. "No one will change my mind."

So killing children is okay, but raping them is not? Had he killed the girl, his sentence would have been just 15 years in jail, but he left the witness alive.
