Let me disagree here with you. Yes, I see that kremlin is against ethnic strife when it helps it to jail someone under 282, but KGB and GRU profited a lot of ethnic tensions in former republic: Tajikistan, Chechnya, Karabach, Transnistria, Donbass -- all these atrocities are coming from the ethnic tensions incited by kremlin agents actions. So indeed, 282 is for russians, and incitement of ethnic resentment is for all others.

That's a problem of Chechen people in which country they want to live, I can't decide for them. Of course after such a bloody war there is a little chance for Chechen to live freely in Russia. But anyway, the initial tensions between russians and Chechen were created by confirmed GRU officers, confirmed GRU officers did Beslan, confirmed GRU officers did Dubrovka. Without kremlin agent interference there would be a chance for Chechen to live peacefully with russians, and this is not Chechen people actions which incited ethnic hatred there.
