Слушай, ну не гони пургу. Они и сейчас продаются (там, где не раскупили). Но побочки у них всегда были, причем хорошо документированные. Хлорохин первые 15 лет после изобретения вообще не давали людам, т.к. считали, что он слишком токсичен.

Или ты про что-то другое? Антималярийных препартов дохрена.

Это с самого начала было -- но позволялось, в качестве исключения, пробовать в тяжелых случаях. Теперь отменили.

Что до "продавать", то оно в цивилизации всегда было рецепту.
