The R*ssian Pederation is about to lose the war in Ukraine in the most disgraceful way possible, and this is going to finish Russian statehood in its current incarnation for good. The new state will need new constitution. It is going to be the constitution of the former cruel and corrupt Empire of Evil, rotten through from the top to the bottom, brought to its knees by the coalition of the forces of the Greater Good an Democracy. Thus this constitution should not contain articles that could be deemed problematic from phe pov of the forces of Democracy. So no things like "kill all Jews" et cetera. I've come up with the following so far and I expect amendments and ideas to extend and improve this Document. In patricular I need help with the Bill of Rights - Democratic, inclusive and humbling one. I also know for sure the many of Russian people related to politics and media frquent this board, so chances to see fruits of your labour in the new Constitution are quite high.

Preamble

The Pacified Russian-Speaking Territories (The PRST) is a conglomerate of independent dempocratic states (the Members)-successors of the Russian Federation, USSR, Russian Empire and Principality of Muscovy (the states-Predecessors).
The PRST and Russia are equivalents.
The PRST accepts full historic responsibility for all the atrocities against lifes, wellbeing, livelihood, freedoms and cultures of peoples and nations (the Atrocities) commited by the states-Predecessors. Any justification of the Atrocities is declared illegal. Any demostration of the symbols of the states-Predecessors is declared illegall in all cases except those necessary within the context of the historic research.
Citizens of any race, ethnicity, religion, sexual orientation and ideology have equal rights.
The Titular nation on the territory of the PRST is declared Russian nation (ethnicity).
The Titular and only the Titular nation bears all responsibility for the Atrocities.
The PRST declares that all its future development shall pursue full and thorough expiation of the Atrocities as its main objective.
The flag of PRST consists of three horizontal stripes of white, blue, and white.

The State

Unicameral Parliament elected by the popular vote exercises legislative power in the PRST
Executive power in the country is exercised by the Government of the PRST, appointed by the Parliament
The Supreme Judiciary in the PRST is executed by the Supreme Court, where each member is appointed for life by the Parliament and approved by the special commission of the UN.
The recommended forms of governing of the Members are democratic parliament republic and democratic parliamentary-presidential republic.
Every Member of the PRST has the right to leave the PRST subject to confirmation by referendum. The referendum is carried out at the expense of the organising group (the Group) in no more than 30 days after the Group demonstrates enough funds to cover all the expenses necessary for the referendum. To approve the withdrawal of the Member from the GOT, a simple majority of the votes of the citizens who voted in the referendum is required.
The formation of new Members on the territories of existing Members is carried out by a referendum, similar to the referendum on the withdrawal of a Memeber from the PRST, on the territories that expressed a desire to form a new Member.
In the event that the territory of a Member is the place of historical residence of a non-titular nationality or persons of the non-titular nationality have at least 20%
representation on the territory subjected to the aforementioned referendums at the time of the announcement of the referendum, the Titular nationality has no say in the referendum.
The PRST has no secrets. All information in possession of the PRST and Member states except personal data should be available to anyone without lag.

The Army

The PRST absoultely rejects militarism and imperialism in all their forms and manifestations. Propaganda of militarism and imperialism is completely prohibited. Glorification and justification of the military Atrocities of the Predecessor states are completely prohibited.
The PRST voluntarily renounces the possession of any form of offensive weapons, including but not limited to combat aircraft, warships, missiles and rockets, armored vehicles, artillery, space-based weapons, laser, sound and wave weapons, any types of weapons of mass destruction, etc.
The size of the PRST Army is limited to 50,000 persons, including the Army itself and any paramilitary organizations with the exception of the Police.
The PRST declares that it will never use the Army outside the UN-recognised borders of the PRST, except in cases of providing assistance to other states at the request of the UN without moving weapons across the borders of the PRST.
The army of the PRST is an integral part of the political life of the PRST and has the right and duty to actively defend this Constitution against attacks from both external and internal actors.



Money

The economic system of the PRST is a free Market economy, driven by the Forces of Supply and Demand.
The primary and only currency of the PRST is a Market Rouble (the Rouble).
The Rouble is backed by the Central Bank of the PRST.
The PRST declares that value of the Rouble shall not be artifically inflated or deflated with regard to particular goods or services it is used as a medium of exchange for. The prices of the goods and services are set by the Market Forces, and in no way by the state subsidies. The exceptions can be made when such exceptions are deemed nessessary as a mean of expiation of the Atrocities.
In the cases when Market Forces are pulled back by the inherently monopolistic nature of a given good of service the price of the good or service shall be set according to the trends of the international Markets, but in any case can't be less than prosuction cost of the good or service.
The import and export duties are prohibited for any good of service regardless of how, where and by whom they are produced, except in the cases when such duties are implied by the treaties backed by the UN and other authoritative international organizations.

The Document

Amendments and changes to this document are possible and are subject to approval by the highest assemblies of all three branches of the government of the PRST, the highest legislative assemblies of each member of the PRST and final approval by the UN General Assembly and the UN Security Council.
