Нет - это из заголовка файла стандартной библиотеки из trial version Adobe Flex Builder, которую можно свободно скачать с их сайта.

Само файло, понятное дело, тоже никаких секретов не содержит - просто сигнатуры стандартных классов, которые 1 в 1 повторяют содержимое документации.
