Ever doltish Sadkov. Google "Electronic warfare". Everyone and their mother has been developing satellite jamming capabilities for half a century now. Not to mention there is an agency in Russia (and other countries too) that tracks usage of unlicensed frequencies, so using unlicensed satellite internet (which has to be smuggled into the country) is not exactly the best idea, if you don't want to attract attention.
