что характерно, жалобщик спамил таким же точно образом
враждебные ему зоомучительские сообщества

раньше зоозащитники спамили зоомучителей, а
теперь зоомучители спамят друг друга, потому что
у них конкуренция из-за зоомучительства

коллеги, как вы считаете, достаточно ли это,
чтоб забанить зоомучителей целиком, то есть
все зоомучительские сообщества и всех
подписчиков зоомучительства, если у них
нет записей? Зоомучители утомили пользователей,
на них постоянно жалуются.

То есть не менять правила, а просто применить
принцип коллективной ответственности, учитывая,
что там две стороны конфликта, одинаковой
ориентации, причем они воюют друг с другом
посредством спама.
