Отчасти, конечно, так и есть, потому что
закон продвигают республиканцы, которые всех

Да, но вроде бы насчет женского обрезания разногласий нет.

Написано, что это либо обязательно, либо не обязательно, но полезно.
Насчет того, что обязательно, есть разногласия,
насчет полезности разногласий нет.

Кстати, и про то, что женское обрезание
практикуют только или в основном в африке - хуита,
основной очаг женского обрезания в Индонезии и Малайзии

и еще на Филлипинах 10 миллионов муслимов

вообще Индонезия есть крупнейшая по всем параметрам
и самая развитая муслимская страна в мире
